My Wifi is being limited on my device

I have been having this problem for the past year and it has been getting worse. Usually, a restart would work but now that isn't even helping.To start off, I currently have two ISPs, mainly to compare reliability. They are Xfinity and WindStream and they give up to 1 GB download speed. Usually, my computer receives up to 500 Mbs by doing the speed test on Google.Currently, I get a max 17 Mbs download and upload speed for both ISP. Like something is purposely limiting me.
