My UAC closes before I can blink. This prevents me from running anything as admin, install anything or change any settings. What do I do?

I think my question pretty much says it all. I can't install anything including windows updates. I can't change my UAC settings since that requires a UAC pop-up as well. All UAC pop-ups just disappear in a fraction of a second.
