My task bar is disappearing when I have a windowed full-screen game minimized

That has never happened before, and I don't know exactly when it started. It doesn't happen if the game is running in real full-screen mode. Whenever the desktop is visible, everything is fine (pic 2), but as soon as another window appears in the foreground (pic 1), the taskbar disappears. I suspect that Nvidia drivers/programs are causing this, because I reinstalled the tool we use to clip gameplay moments a few weeks ago, but I'm not sure. I have used it in the past without any similar issues. I've installed a newer nvidia driver with a newer nvidia program and for some hours the problem see
