My System Restore Attempt failed, how bad is it....

Before this happened, I was running Windows 11, and troubleshooting a Wifi problem. It was working apart from the wifi connection being abnormally slow (talking like 1% of tbe speed) compared to other connected devices. As part of that process I had attempted to run system restore.Now it is stuck in an Automatic Repair loop and I am not able to reinstall Windows from either "the disk" or the cloud. There is nothing on the PC that cannot be replaced, but it seems I somehow do not have Windows installed anymore. Any help is welcome. I do not know what my options are. I've contacted the makers of
