My System Meets Hardware and Security Requirements for Windows 11. Why Can't I Upgrade?

Same as title. I am trying to do a clean install of Windows 11 onto my SSD so that I can get rid of my old HDD that has my original version of Windows 10 on it. I currently run Windows 11 from this SSD, but my old boot partition is still stuck on this old hard drive (even though I want to just run a clean install), so it makes literally no sense to me why it says that my system doesn't meet the requirements. I have TPM 2.0 and Secure Boot enabled, and my PC meets the minimum hardware requirements for the operating system. I am completely stuck with this and I have run out of ideas.
