My son is still logging in using the same account on his PC but he has done something to stop the Time Limits working and reporting of sites, how has

My sons account on his computer is a USER account so he can't create new users, I am the admin. I have checked and his user account still has the same email that is linked on Microsoft Family. For a few weeks now, his time limits are not working and it is showing no screentime or web activity even though he is on. What could he have done to bypass these limits?
