My son in law's father died recently. How can I make his wife owning his account in his stead?

Hail:So, my brother in law died a little ago.Now, he had a laptop, with a registered/licensed Windows, which was tied to his outlook/live account.Alas, as he did all that stuff, his wife never got the login names and passwords.Now, I have all the papers to prove all this (Death certificate, ID of both the late him and his wife, I have a copy of their marriage certificate, etc., which is needed to, if this is possible, put his wife as account holder over the Windows account, the Outlook/Live email,, ... . In that regard, I have all the necessary data.).But now the question is:How do I contact M
