My second monitor freezes and doesnt update.(HELP)

i am running a dual monitor setup and for the main monitor its simply connected to my GPU through an hdmi cable, as for my second monitor its using a USB 3.0 to hdmi(Fresco Logic). when i launch my computer its works for maybe 5 second and then just freezes. My mouse can still can move on the second monitor and also when i click a program it opens on my main monitor, but i cant drag it to my second monitor. and my 2nd monitor just freezes.
