My screen automatically scrolls to bottom. It is not a mouse device issue.

I cannot read anything on the top to middle frame, as the entire page scrolls and remains at the bottom of page frame. MIT mouse is not connected to the computer, so it is not a mouse device issue. I cannot work on the computer at all because of this issue. Also the “q” key does not work on keyboard. This is all of a sudden.
