My PC won't even let me do anything before the BOSD appears. (SYSTEM THREAD EXCEPTION NOT HANDLED, ndis.sys)

This happened to me around 1 hour ago, 10 minutes after I turned off my automatic restart as my pc was randomly restarting. Then I looked for answers on the internet but I found absolutely nothing. My screen is also stuck at 100%, so I had to force shut down. But when I rebooted my PC to boot it into safe mode, before it even load anything, this BOSD kept appearing again and again. So I was unable to fix this.
