My pc stuck on shut down and restart screen, drivers update

I built a new pc last year in October, it worked fine at first but recently I ran into some problems:1. it stuck on the shut down and restart screen. Whenever I try to restart the PC, it gets stuck and it will always show the blue screen at last. For shut down, it just stays there with the loading screen and I need to manually shut it down by holding the power button.2. It has trouble updating the drivers. I tried to update the Nvidia app today but it fails and it asks me to manually reinstall it, but it got stuck while I was trying to delete the nividia app and install the latest one on their
