My PC screen is failing to update vertically and horizontally in sync. How can I fix this?

Recently I've been having issues with my monitor - the top half of my screen often fails to update in sync with the bottom half. This happens usually when I'm scrolling with my mouse wheel on a website, on discord or on Spotify. In detail, when I start scrolling, only the bottom half of my screen (usually from where the location of my mouse is) will be updating, and the top half will usually take a moment longer.
