My PC doesn't show me the icons on the desktop

[Windows Server]

For almost a month now i cannot see the icons on my desktop, i know the icons are still there because when i open the Desktop folder in "This PC" it shows me the icons are still there but they just don't display on my desktop. I've tried restarting the Explorer and when i tried clearing the Icon Cache files it tells me i cant delete them because they're running in the background, any help?
