my laptop's battery slowly drop to 0% even when im charging and not using it

when it drop to 0%, it will charge to 100% and then slowly drop to 0% again, is this a software's or hardware's problem? And how can i fix it (if it's about software). I tried the uninstalling the battery (microsoft ac adapter, microsoft acpi-compliant control method battery) on device manager and it didn't work
