My laptop takes time to restart and And right now it won't shutdown down or turn off. What can I do

My laptop takes time to restart and I have to press the power/start button several times before it comes on and sometimes it goes off when I am busy working on my laptop. And right now it won't shutdown down or turn off. What can I do
