My laptop is stuck on shutting down for months now is there a way to reset it

My laptop is a few years old I didn’t turn it on for a few weeks and now my laptop is stuck on shutting down and I can’t get rid of it. I turn it on and off and it still stays on shutting down. I’ve kept my laptop on open and it just continues to say shutting down.
