My laptop is stuck in welcome screen after I put my pin.

wanted to restart my laptop. Now, it’s stuck on welcome screen keeps on loading..I have tried the troubleshoot settings many times but It is not helping. I faces this earlier as well but i was able to fix it with the troubleshoot settings. Please help me anybody.🥹
