My laptop is not charging properly.

My laptop is a few years old but has never given me any charging issues(besides dying fast).It recently started not charging properly. It will show that it's charging but stay at 1%. Only when I let it die, then plug it back in, it will start charging normally again. Or it was stating that it was at 0%, but stayed that way for 30mins.I'm concerned bout this being a battery issue and want to know if I might need a new one.
