My laptop has 16gb ram but only 13.9 is usable. I wanna know why and if there is any way to make all 16gb ram usable.

Specs :- Processor - AMD Ryzen 5 5600Ram - 16 GBSSD - 512 GB (It shows only 474 GB in file manager)Graphics - Nvidia GTX 1650 Integrated Graphics - AMD Radeon(TM)
