My laptop fan runs when i turn laptop on and it won't stop - Huawei matebook D15 2022 i3 Win11

The laptop fan is running very loudly right after starting the device. There is no dust, the CPU temperature is between 26-28°C, no heavy programs are running, background apps have been stopped, the battery is in power-saving or balanced mode, all drivers are updated by Huawei PC manager and the device is well-ventilated.
