My Laptop CPU's clock speed is max but performance is low

Hi,My Laptop is underperforming when I'm charging it. Whenever I plug in my laptop's charger, I notice a increase in the CPU clock speed which to me is normal since I want my laptop to perform better on charge however, Instead of performing better my laptop underperforms. FPS in game drops heavily the moment I plug in my charger, The GPU clock memory remains the same. The temperature is normal aswell so I don't suspect it's a overheating issue. and my CPU utilization is also low (not 100%).System Specs:HP Zbook 15 G3Intel Core I7–6820HQNvidia Quadro M1000M16GB Ram
