my identity was stolen. how do i recover my Microsoft account when they turned on two factor authentication and changed the associated email address?

i finally got my phone number secured, but when I try to recover the account it gives me the phone number option which is fine but the only other choice is the wrong email address. or a 25 digit code. that i cant log in to get. any help would be appreciated.
