My Icons do not remain where I put them "IF" the PC is turned off for any length of time

My ICONs do not remain in the locations and in the arrangement in which I place them. I have auto arrange OFF and I do not have a selection to arrange by grid or ANY other default EXCEPT where I arrange them on the desktop. This worked fine in Windows 7 but seems to NOT work in either Windows 10 or 11. I can't exactly tell how many times I have had to start from zero and rearrange my ICONs as I had them before. I did select to back up (as good as the windows directions are) my settings including my desktop. PROBLEM is I don't see any setting to select a previous configuration and have th
