My external hard drive is not showing up under this pc and it also doesn't show up under disc management?

I have a very old external hard drive from 2006 and we have never tried to access it until now. When plugged in via USB the light comes in and it makes a noise but it doesn't show up in files or under disc management?? I have tried using a different USB port as well as different cable and nothing has helped. The hard drive is a infosafe 2.5" USB 2.0 IDE Drive Any help would be greatly appreciated as there are old family videos on this hard drive! Thank you in advance!
