My external hard disk still exists on explorer after I physically unplugged it

It begans to go wrong after I reinstall my computer (still exists), the issues that it still exist although disk management showed that it isnt initalized. It stucks when I want to uninstall this device. (I checked that everything modified drives wasn't the fault cause this, I turned my controller to AHCI because I encountered that problem on every mode (RAID, AHCI .etc)so it wasnt problem)
