My External CD/DVD drive will not work or even show as acknowledged on my HP laptop. What's up with that?

Why isn't my external CD/DVD disc drive being acknowledged on my HP Envy? I had this same problem with the HP external drive in the past, however, when I discussed it with one of the techs as he was working on my computer, he advised that it was the actual drive itself and found it to be defective. He was supposed sto send me a return label and a new external CD/DVD drive... which, by the way, I'm still waiting for over a year later!
