My CPU won't reach maximum clock speeds even under high load

My CPU is Intel Pentium N4200, I have never seen the current clock reach the maximum clock speed in HWiNFO64 (Even under high load). It's seems that it's limited to 2.4ghz. I have searched the internet and have found no solutions.
