My computer running Windows 11 is stuck auto scrolling down on ALL system windows and menus, what happened?

I was using my computer this morning with nothing unexpected happening. Now using it this afternoon and ALL Windows 11 system menus and windows auto scroll down, why? Web browser or other program windows do not do this. I have tried changing both my keyboard and mouse, uninstall drivers, restarting the computer and nothing seems to make a difference. What has happened and what have I done? More importantly how do I fix this?
