My computer is stuck on "Something went wrong and your pin isnt available"

My computer is stuck on "Something went wrong and your pin isnt available" When i try to click set up it says download app from store but never opens. When i try to boot into safe mode byholding shift and then clicking restart it gives me the blue screen of death. So i am stuck on the pin screen!
