My computer is stuck in a cycle of trying booting up after i attempted to download a fresh new windows 11.

Hello. My pc is stuck in a booting up cycle meaning when I turn it on it displays the company’s logo then disappears- after this disappears a black screen with a box appears for a few seconds then does this whole cycle all over again. This all happened after I tried re installing a new fresh windows 11. Fyi I tried using the usb method by downloading windows 11 and doing it that way however my computer still won’t load and I cannot access the bios settings( I’m not sure why I’ve tried many ways) to change one of the settings so the usb can make it start up. Any help we’ll be so gratefulThank y
