My computer is not turning off. (+Other)

Hello everyone, I have an issue that needs to be solved regarding my current laptop. Whenever I go to the window Start icon to turn off my laptop, it says "there are no power options available." I have tried everything, from manually uninstalling updates to going to the settings, but nothing seems to be working. 2. [Windows Update] keeps notifying me that there's an update, but it would not let me check for updates or install the update. Thank you!!!
