My computer doesn't turn off.

Like i said. Whenever i try to turn off my laptop it stucks on "Shutting Down" screen. I need to manually force close the laotop using power button every time. And second, sometimes when i try to open my pc it stucks on updating screen i solved that with windows update blocker but i don't now if it's a permanent solution. But now i need solution to my "can't turn off laptop" problem.
