My Command Prompts Never Save Permanently

I've been trying to run the command prompts "REG ADD HKLM\SOFTWARE\Policies\Google\Chrome /v BrowserGuestModeEnabled /t REG_DWORD /d 0" and "REG ADD HKLM\SOFTWARE\Policies\Google\Chrome /v IncognitoModeAvailability /t REG_DWORD /d 1". This normally works until I restart or shut down and turn back on my laptop. I have tried running command prompt as administrator and re-adding to the registry editor the D-word Start_TrackProgs (1), nothing has worked. I have an Alienware x14 R2.
