my antivirus is keeping this file querentine at the system startup but I delete everytime it detects so everytime I start my pc this file keeps coming

my antivirus is keeping this file querentine at the system startup but I delete everytime it detects so everytime I start my pc this file keeps coming. what should I do ? is this a malware ?
