my account does not exist and yet it does when I click create a new account and enter the same email address how to fix it?

I did the format and when it was finished I wanted to log in to Microsoft but it said that the account did not exist but when I wanted to create a new account on the same email address it said that it existed, I wanted to recover it but the code did not want to come to the email and I have the same problem when I log in to the Microsoft website or in the store, to write this I had to create a new e-mail address.
