My Access has been blocked on my Dell PC

[Windows 10]

A pop up screen appeared on my Dell PC that says Trojan software has been detected and access has been blocked for security reasons and to call Windows Security Toll Free at 1-888-788-7769. I have not been able to get rid of this message. I suspect this is a hoax, but how do I get access back on my Dell PC?
