Multiple unsuccessful sign in attempts from other countries (Hacker/Bot use VPN)

I rarely check Microsoft account because I only have enough money to pay for Windows. I only recently checked due to "login code", which is something I never requested for. It turns out that some third party has the full email address of mine, and constantly using it to try sign into my account. There is nothing I can do except by changing alias to new Outlook email, and hoping they give up.I also cannot register my phone number to sign in due to my account was registered as "United States", rather than "Malaysia".
