MSVCP140_1.dll was not found - Windows 11

[Windows Server]

I have a brand new laptop - windows 11 - did all the updates-and I want to install another piece of software called roland cloud manager--and when I try to install it -I get an error message saying msvcp140_1.dll was not found. I tried installing it via cmd with no luck. Please help.
