MSE 2016 won't run anymore in my version of Vista

I cannot boot or restart Vista with MSE enabled, I have Windows Vista Business 32 bit (Product key is activated) OEM (HP) SP2 and Office 2007, all patches installed (I think). I don't have a virus or any other malware as MSE always worked (but never found malware) and before MSE I had Endpoint Protection from Symantec that I uninstalled with REVO Uninstaller (not a trace left of Norton or AV in my registry). I am not on a network (at home), don't share anything and tried all different settings in Services.msc. Tried without MSE in the start menu, without WIFI, nothing helps.

Last year ran MSE without any issues, it updated automatically. This year I have nothing but trouble, I have to disable MSE in Safe Mode otherwise Vista won't boot. Then enable MSE manually and it will update and scan OK, then I have to disable MSE again before shutting Vista down or re-starting Vista otherwise no booting possible. I tried all fixes on the web, including restore from a backup copy but as soon as I forget to turn off MSE I won't be able to boot. My laptop is an HP-Compaq8710p that came with pre-installed Vista Business (2007), I checked the HDD both internally and with the SEA tool, passed all 3 tests, I replaced my primary memory 2GB and have additinally 2 GB RAM, no issues there. I don't get any error codes in Event Viewer when the booting fails, but after 2 or 3 crashes (boot trials) get the usual COM and DCOM errors. When I enable MSE in Windows Firewall I get a warning that MSE "did not come with Windows" and after I click that I trust the program (MSE) it runs OK, but strange that there is a signature issue with MS products. I have MSE in the Exception Programs in Firewall

Never had these issues last year and it seems that 2016 MSE updates cause the problem. I have no other ant virus-malware programs running and disabled Defender. I had issues in March with WUA (updates missing) but after following all the instructions on the web I got the missing updates and WUA functions (search and installs all updates) OK now except that old versions of MRT keep popping up so I hid the last offer of MRT (April 2016 version), as I have the July update of MRT and it scanned without problems. My HDD is 50% full and memory runs maximum to 50% (1.5GB). Any suggestions other than reinstalling MSE, MSCONFIG and Vista restore, SFC /scannow, CHKDSK /F /R, etc. as I have tried all that for the past 3 weeks without any improvement (no booting possible), only disabling MSE in Safe Mode or before restarting works.
