MS Windows Server 2019 and Virtualization with Hyper-V

Hello There,I am new to MS Windows Server 2019 world and Hyper-V.New your help in terms of understanding that how exactly will be a 24 physical cores host machine be virtualized with Hyper-V.I need to create 2 VMs on 1st host machine with 24 physical cores and 8 VMs on 2nd host machine with 36 physical cores.The OS here would MS Windows Server 2019 and hypervisor would be Hyper-V. Do I need to consider MS Windows Server 2019 separately and Hyper-V separately and do I need any other additional VM manager license.What all licenses and how much is to be factored to achieve this.
