MP4 Videos Freeze if advanced forward after download - Need Answers

I've posed this issue twice before and have not been resolved. I have to be honest and say the answers or "help" that I received from contributors were basically the same things I see on Google AI -- almost verbatim.I will be brief, I have an HP notebook 255 G4, and I've updated drivers etc. Everything suggested in ariticles. And it "occasonally" happens on my HP desktop as well.
