Moving Messages From An Outlook .PST to an Office 365 Outlook Inbox

I have Windows 10 Office Personal 365 Outlook and have created an Inbox with no problem using EAS as the provider. I want to move messages from an Outlook 2013 PST to the new Outlook 365 EAS inbox. I get a consistent error message that the operation is not allowed. I would think that this should operation should be simple since they are both IPM.message objects.
