Moving/ hiding taskbar

Why can I not move/ remove a taskbar from one monitor to the other one, or move it to the side of the screen, or hide it from a screen. Why has this gone backwards? I see a lot of threads from literally years ago, and this still hasn't changed??? Why are we going backwards???????
