Mouse Wheel Misbehavior

I have a Logitech Mouse with a 4-way wheel, up and down and also side-to-side. I don't care about side-to-side, I rarely use it, but the scroll-up and scroll-down functions do not work as reliably as they did with my old Win10 box. To make it work, I have to actually click on the slide bar on the right side, whereas I never had to do this before. Is there an adjustment or a checkbox somewhere in the Win11 settings to make this thing work the way it used to?
