Mouse Wheel is not scrolling Explorer Windows Build 22621.674 22H2

I upgraded to Windows 11 Build 22621.674 22H2, and my mouse wheel no longer will scroll any list boxes or file lists in Explorer using a Razer Basilisk mouse. All other windows scroll normally such as Firefox web pages, Edge Web Pages, application Web Pages, etc. So I know its not the mouse.Is there a setting in the new version of Windows 22H2 I'm not aware of? This appears to only occur when the new Personalization -> Start Layout is set to "More Pins". It works fine when I select "Default" mode.
