Mouse moves but can't click

I've looked all over reddit and the problem doesn't appear to be rare. What everyone seems to be suggesting is to open Task Manager using the shortcut CTRL/ALT/DEL or CTRL/SHIFT/ESC, which fixes it for a random amount of time, could be 20 seconds, could be 20 minutes. The things I have tried are: System file checker, System reset point, factory reset (the one where it saves files), complete factory reset, I have tried multiple mice in multiple USB slots, I have uninstalled and reinstalled mouse drivers, I have ran a memtest64, updated bios, updated motherboard drivers, I have used an external
