mouse loading icon keeps flickering every 20 seconds after the newest 24h2 windows update

Good day everyone,as the title day. After the newest 24H2 update, I am starting to notice that my mouse loading icon keeps flickering (appear then disappear under 0.5 seconds) every 20 to 30 seconds for no reason. At first I thought it was some kind of weird applications that i have run in the background but after put my system in Safe mode, the problem still persists. But oddly I have tested this on my old Laptop, which has the same version 24H2 and the newest update, it doesn't have this problem ?. My PC's BIOS is up to date as I just updated it 2 months ago. I will list down my PC hardware
