Mouse jumps around screen

I just bought a brand new mouse and keyboard set and the mouse isn't working. It jumps across the screen whenever I'm not actively moving it. I have tried it on different surfaces, including the mat it came with, I have turned off enhance pointer precision, and I have cleaned out the sensor. It is still moving around the screen and making it impossible for me to do any work.
