Mouse and keyboard on windows 11 do not work on login screen

When I power on my computer it boots normally to login screen however when trying to type my pin nothing happens also cursor does not respond to mouse movement. I have tried booting into safe mode however problem still persisted, also both mouse and keyboard work in windows recovery menu and they work in the UEFI, I also tried different USB ports and keyboards and mouses so it is definitely not a problem with that.
