monitor show blink

[Windows 11]

my desktop shows blink (black then blink) and the cursor is rotating/refreshing on monitor after i logged one user account, when i logged in an other account, it doesn't blink and not show cursor rotate/refresh. i couldn't do any action/ even i can't right click after login with that account what will be the possible problem?* Changed to a question
